Context and Rationale
At the global level, academic and university guidance has become a central issue in human development, economic competitiveness, and social cohesion. The rapid growth of the global student population, combined with the accelerated transformation of labour markets, makes educational choices increasingly complex and consequential. Yet in many regions, guidance systems remain inadequate, unevenly distributed, and poorly adapted to economic, social, and territorial realities. This situation generates widespread misorientation, high university dropout rates, and a persistent mismatch between education and employment.
These dysfunctions have deep structural consequences. In educational terms, they undermine the effectiveness of training systems and waste considerable public resources. In economic terms, they fuel graduate unemployment while leaving strategic sectors in skills shortage. In social terms, they reinforce inequalities of gender, geography, and socioeconomic background, disproportionately penalising young people from rural, disadvantaged, or marginalised areas. Despite the existence of ambitious international frameworks, notably the Sustainable Development Goals, guidance remains a weak link in education policy consistently underfunded and poorly structured.
In this context, the establishment of the International Centre for Academic and University Guidance (ICAUG) responds to a major strategic need. The project is positioned as a global, coordinated response to a systemic deficit of governance, information, and equity in academic guidance. By proposing an international, inclusive, and digitally innovative approach, the ICAUG aims to bridge the gap between education systems and economic needs, while democratizing access to quality guidance. It is thus positioned as a structural lever to strengthen human capital, improve educational achievement, and support a more equitable, sustainable, and competitive development at the global scale.
